A Coast Guard officer has been identified as one of two personnel killed in the crash of a T-6B Texan II in Alabama on Friday.

Ensign Morgan Garrett, of Waxhaw, NC, was killed when her plane crashed in a neighborhood in Foley, hitting two cars and a house, according to local reports. One person in the plane also died, but it has not yet been identified.

Garrett is a 2019 graduate of the Coast Guard Academy, where she served as a constitutional affairs officer and was a middle runner-up on the track and field team, according to a message to athletes and students. mother of Inspector Rear Adm. Bill Kelly.

At the school, Garrett was a water and environmental science major who served as the athletic director and captain of the athletic team each semester, according to Kelly.

Garrett and an unidentified service member in the T-6 crash were the first aviation-related deaths in more than a year. The Navy and Marine Corps reported no aviation-related fatalities in fiscal year 2020, which ended Sept. 30, the Naval Air Safety Institute announced Tuesday.

The T-6 is a tandem turboprop trainer used primarily to train Navy and Marine Corps pilots. Navy officials did not immediately respond Friday to questions about where the plane originated, or how long it had been in the air.

I was working in the command center of Sector Anchorage when I found out that my friend, Ensign Theodore "Teddy" Frisk, had died by suicide. He graduated from the Coast Guard Academy in 2021 and is headed to his first life sentence in Homer, Alaska. His girlfriend was the only one in the house they shared when he died. He was 24.

The next morning I met Teddy's girlfriend at Ted Stevens Anchorage International Airport as she flew from Homer to the Lower 48 to reunite with her family. Understanding and sharing the pain and stress she was experiencing, I called my caregiver and asked to accompany her to her mother, who was waiting in Seattle. Within 15 minutes of the call, I bought a return plane ticket. The first time I met her mother was at Seattle-Tacoma Airport at security. The second time was in a church in North Carolina, for Teddy's funeral service.

I am grateful for the support and kindness shown to me by those I work with in Sector Anchorage, especially Captain Leanne Lusk, Commander, Sector Anchorage. Under her leadership, emphasis is placed on mental health and ensuring that all members are in an environment where they feel safe. There are many resources, many of which I used to process my emotions, including health, safety and life services centers and clergy. In addition, I applied for financial assistance through the Coast Guard Foundation and Coast Guard Mutual Aid to pay for my trip. For the first time in my life, I asked to see a professional therapist who focused on traumatic loss. As I continued to talk about what happened to me, I learned that the support I received made me stand out among the number of service members affected by suicide.

It is no secret that suicide is a serious threat to society. In the United States, suicide was the leading cause of death in 2020. In the state of Alaska, the suicide rate was 28.6 per 100,000 people, higher than the national average of 14.8. The Department of Defense (DoD) reports the suicide rate for active duty service members is 28.7 per 100,000. To increase transparency and accountability for suicide prevention efforts, the annual suicide report is a requirement for DoD under Section 741 of the National Security Authorization Act. However, because the Coast Guard falls under the Department of Homeland Security, the Coast Guard's suicide prevention efforts, with seven Coast Guard members who died by suicide in 2020, are not included in the report. Therefore, the Coast Guard must do more to prevent suicide and deal with its consequences.

Dealing with Teddy's decision to die by suicide was the most challenging thing I have faced in my career. The lack of transparency and awareness of Coast Guard personnel suicides, at the Coast Guard Academy and aboard ships, makes closure a challenge. There is no official statement, or any management for the rumors that are spreading in the organization. Many undergraduates and students have asked me how Teddy died. They were told he had died suddenly, with no mention of suicide or resources to help them deal with his injuries. Teddy's staff receives phone calls asking to confirm or deny the incident. I found myself responsible for sharing and re-sharing stories to spread awareness. In the fear of continuing to share the news of Teddy's death with those I respected and cared for, it took me a long time to build a support network made up of Coast Guard members who knew my experience.

It is important for senior leaders to bring mental health to the forefront of the conversation to ensure prevention is a priority in every sector. When a command decides to remain neutral, or not communicate, on the issue of suicide, three things happen: the command inadvertently teaches young Coast Guard members that suicide is not a serious issue. The command lost its credibility as leaders who cared to support them. members, and the survivors became more isolated because it took more courage to speak up and share the struggles they were facing with the supervisor. The Coast Guard needs to start talking about suicide before more members feel unwanted, undervalued or don't know where to turn for help.
